New Aspects in the Interpretation of the Principles of International Law in the Context of Global Digital Transformation

The article is devoted to the issues of interpretation and applicability of the principles of international law in the digital age, in particular in cyberspace. The principles of international law were adopted in the twentieth century, under different conditions. In the context of global digital transformation and the formation of cyberspace as a sphere of interaction between states, the question arises about the interpretation of the principles of international law in the context of digitalization, the possibility of their application and observance in the digital environment. The key issue is the possibility and necessity of international legal regulation of cyberspace, as well as ensuring compliance with the principles of international law in cyberspace. The current problems in international law have become ensuring the digital sovereignty of states, protecting human rights in the digital environment and ensuring the security of states in the digital environment, including through the development of rules for conducting cyber wars and the possibility of using combat robots. The article touches upon the issues of ensuring the sovereign equality of states in the context of the digital divide, the potential and ability of the state to protect human rights in the online environment, preserving cultural diversity, in particular, in the context of the dominance of several languages on the Internet, and a number of other practically significant issues, the solution of which determines the future of international law and humanity as a whole.
