The development and progress of the society is explained by the formation of political values, which are characteristic of political management, statehood and management, rather than the social nature. Among all developed secular countries, Uzbekistan promotes the concept of building a free and fair, secular state in relation to the democratization of state and community management. Based on this concept, the factors of building a newly developed state of Uzbekistan, forming a new generation of civil servants with high moral culture and intellectual potential in the country have been expressed. Conceptual ideas and theories about the democratization of state and community management, the formation of new generations of civil servants in a modern state and educating them on the basis of national and universal values, promoted by President Shavkat Miromonovich Mirziyoev, are developing and improving day by day.
